We welcomed Newark Police Chief Rich Martin to our club last Thursday.
President Adam began the meeting with a quote from Harriet Tubman, followed by the Pledge of Allegiance and the Four-Way Test.

Fred Barker, prospective member and American Legion commander, his grandson was taken off life support recently.
Holly’s mother and Ted’s wife, Sharon, had back surgery last week and is recovering at Unity Hospital rehabilitation center. Her brother passed away the day she moved to Unity.
Sandy Develder’s brother David Porter passed away recently.
Tim Johnson is back home after being in the hospital.
Adam introduced Tamasha and Ariana from the New York Workforce Development program. They will be working with Mary Fitch through August.
Malwina’s Last Meeting
Least favorite: American version of Polish food and Twizzlers.
Most Favorite: All the varied high school activities.
She was in the Outer Banks, NC last week. She paddle boarded, saw lighthouses, drove a golf cart. Malwina is going to Cape Cod on Friday with host family. She departs for Poland on Tuesday, July 18.

Speaker: Newark Chief of Police Rich Martin
Rich began in the Newark police department in 1995. He then transferred to Rochester. From there he went to Keuka College to obtain his doctorates degree and he taught there. He also worked for the NYS Department Criminal Justice department. It was an interesting job. Rich wanted to come back to Newark to serve the community. His daughter is in the nurse practitioner program and is married to physician’s assistant. Rich joked he will be well taken care of during retirement.
Rich said Newark PD has significant staffing issues. Newark will no longer have 24-hour coverage from the department. Three officers are out injured and the was a recent resignation. Rich does not want to decrease staff. Four hours of no coverage per day. The Sheriff Department and State Police will provide coverage.
Part-time officers will be hired. The village still supports a full-time police department. Two local part-time officers will be hired.
One recruit is in an academy. The first recruit in many years. Others are in the application process also. The test is in September and won’t be hired till 2024 after going through the application process. Very long and intense process to hire a new police officer.
Questions:
How many hours average working hours per officer? Varies a lot. Two have worked many hours, including 80 hours.
How many FT officers? Authorized 15, now have 13. But 42% not available for different reasons.
Is pay a factor? The contract for officers was just settled. But other police departments are on par with Newark.
Why would someone work PT? Pay is set by board. But no job security (not unionized). But anticipates getting those who have other jobs.
Are pay and benefits in Monroe County a factor? Newark PD historically has not lost officers to Monroe County.
What are the biggest challenges in making arrests? People are less willing to be arrested. But use of force is very low. Large amount of paperwork to make an arrest. Two officers tied up for one hour for every arrest. Walmart is the biggest “customer”. Suspended license is an hour of paperwork. Domestic violence uses two different computer systems.
Crime rate? Biggest problems come from a small part of community. Newark’s crime is on par with other villages.
Retirement qualification? All municipal police departments is 20 years and sheriff department is 25 years.
Sheriff Department does backfill. Calls are sent to closest officer (village, sheriff, state).
